President of the Republic of Azerbaijan Ilham Aliyev decreed that 2009 should be designated “Year of the Child” in Azerbaijan and approved an Action Plan of associated measures with this. The aim of this decree was to strengthen state care for children, raise awareness of children’s problems in the Republic of Azerbaijan among civil society structures and define the country’s demographic prospects in terms of children. Among other things, the Action Plan envisages broader network of modern educational establishments, the development and improvement of the material and technical base of pre-school educational establishments to ensure they conform to modern standards and holding competitions for children to test their intellectual level.
